School Committee Communications With Staff
A clear understanding of responsibilities and relationships between and among each School Committee’s members and school personnel is essential for a smoothly running and efficient school system. The School Committee, school administrators, teachers and all others responsible for any phase of the work of the school system have a common and basic responsibility: the growth and development of the children in our schools. This responsibility shall guide the School Committee’s decision making.
School Committee and Superintendent
The School Committee and the Superintendent shall work together as a team. However, the primary functions are separable and should be clearly understood by each. The School Committee is the legislative body of the school unit. It exercises its mandated management of the schools through the formation of policies. The Superintendent is the executive officer of each of the three School Committees in School Union 69 and the chief administrative officer. All communications or reports from Principals, supervisors, teachers, or other employees to any of the School Committees, or to any subcommittee of the School Committees shall be submitted through the Superintendent.
School Committee and Principal
Each of the three School Union 69 School Committees, their respective Principals and the Superintendent recognize the importance of working cooperatively in the best interest of their Schools. Each School Committee has separate and sole responsibility for its own school. School Committee members should, as a matter of general procedure, take routine issues concerning the school and its operation to the Principal. Since the Superintendent is executive officer and the chief administrative officer for each district and the Principal reports directly to him/her it is the responsibility of the Principal to keep the Superintendent promptly and completely informed of all significant issues involving the school. Each Principal shall assist in the development of school policies. The Superintendent and the Principal shall cooperatively select school staff to be nominated for employment to the School Committee. Each Principal shall attend all meetings of the School Committee, except when asked not to attend by the Superintendent or the School Committee itself. While at School Committee meetings the Principal shall engage freely in the discussions of the Committee.
School Committee and Teachers
Teachers are directly responsible to the Principal and through him/her to the Superintendent, and then to the School Committee. Conditions may arise when direct access to the School committee may be obtained through channels established for grievances and each School Committee encourages teachers sharing ideas for improvement of learning.
